Deval Patrick has revived the debate about whether children of undocumented immigrants living in Massachusetts should be allowed to pay a lower in-state tuition rate at public colleges and universities.

Patrick said today he supports the change as part of his sweeping education reform initiative, as long as the students have attended Massachusetts’ schools, passed the MCAS, received a high school diploma and are on a path toward citizenship.
